Spring planting (Mid May would be fine in Ohio) is prefered. It gives the roses a chance to establish themselves during the growing season. Fall and summer are ok too, however. Just avoid summer planting during very hot dry spells. In general, the cooler weather in the fall lends itself to new plantings. In short, spring best, summer and fall fine.

I prefer spring as the plant will respond very well to warming soil and grow well due to increasing sunlight.
