Id like to know when because my fry tank is getting below my heater

any time should be fine now. They are old enough by now. Just raise the level slowly, over the course of 2-3 days

I always start adding new water after they are a week old, adding a little more each day until the tank is full (which usually takes 2 weeks), at which point I transfer all the babies (who are now big enough to see easily) to a clean tank with a heater and seasoned sponge filter. Just make sure new water is the same temp as the tank water so you don't send the babies into shock (dechlorinated if you need to).

Most people say around a month. I've leaned towards the gradually adding a little water every couple of days after 2-3 weeks filling it up at the 4 week mark. It really depends on where my nitrate levels are.
