Temporary Internet Files should be deleted regularly. If not, the folder would increase in size and possibly slow down your computer. I suggest, from my own experience, is to delete your Temporary Files at least once every week. It's okay if you want to wait longer, though, but if you're noticing lag or slow-down, I suggest clearing the files. While you're at it, you can also run a Disk Clean-Up (START>ALL PROGRAMS>ACCESSORIES>SYSTEM TOOLS).
Also, run your security software to see if any MalWare has leaked through with your Temps and Cookies.

Well, all it does is clears everything you have saved about that website. Normally the website loads those files next time you visit to pick up what it has saved (ex, if you are logged in) Perhaps if there's a bug in a cookie, that would cause it to behave weirdly? Also, when you get banned on a site or a forum, you usually aren't logged out so the site continues to annoy you by saying "you're banned, you can't view this". You can then clear browser data and you will log out after that, thus it probably won't bug you next time you visit that page. At least, that's the only thing that I have fixed by deleting browsing files.

I've found that's a good idea to delete cookies and temporary files every 7-10 days. That keeps your computer from getting bogged down and also reduces your risk of spyware.

I recommend everytime you're finish surfing the Internet because programs online can store harmful info on your computer. That can make your vulnerable to theft, viruses, and spyware.
In IE,
-Tools, Advance tab, under Security, check Delete Temporary Internet FIles and Cookies Every Time I Close.
In Firefox,
-Options, click the Privacy tab, under Private Data, click Clear Data Now. Select the data that you want to delete.
Use spyware programs like Spyware Doctor, Spybot Search & Destroy, or Ad-Aware Personal.
Use anti-virus programs like Alwil! Anti-Virus or AVG Anti-Virus.

personally, I try and delete everything at least once a week, thats probably too much, but the temp int. files can, if not configured properly, get too large and start hogging memory and hard drive space, so I would worry about the temp files first, then the cookie, the the history

Maybe once every week. Don't delete all of your cookies, because they hold passwords, and other personal settings.
I would recommend Advanced Windows Care V2 Personal. It makes your computer much faster and it removes bad cookies, temp. files, spyware, blah, blah, blah.

After every closed session. But not always the cookies, thats your stored passwords. Always cache though.

At least every other week.
Also check for viruses and update the protection area at least weekly.
