All stock cruisers are very quiet, HD included all comes down to your preference

The quick answer is, "profit". Cruiser riders are not interested in performance, but in status and style, and that's what they'll pay and pay and pay for. Honda Magnas had both. However, they were just too good and were discontinued after about 20 yrs.. They'll smoke Harley's and other V-twin barges all day long or make a cross-country trip, but the owners never spend a buck at the Honda parts counter because the engines don't self destruct the way v-twins do. Great bikes, but not great for the replacement parts business. VMax is the ultimate V-4 but there is some debate on whether is is really a cruiser. The heavy Yamahas are de-tuned for light-to-light torque. Again, form over function.

Most of the standard Japanese stuff is quite quiet. My Goldwing just cruises silently along
Now my Harley Roadking with stage one and Screamin Eagles was just plain loud. Set off car alarms regularly
Waiting for my new Screamin Eagle Electra Glide to see how much noise that makes
Still have the Wing for when I feel a bit more "normal"

The Goldwings pretty quiet .....any stock metric cruiser is not going to be loud....there's really not a lot of difference between them.

The BMW cruisers are probably pretty quiet, but not nice looking in my book. If I really WANTED a cruiser I'd get an HD. BUT yeah I'd keep the stock, quiet pipes on it, because loud pipes saves no ones life, and kills your hearing. Looking around for jerks in cages trying to kill you saves you. No one ever got saved by having a loud pipe.
