Is there a free cell phone reverse search to get callers name for free?

Someone is calling my daughter and they won't give me their name when I call them back...

I have not been able to find people via a cell phone number.
If you feel your daughter is getting harrassed, call the cell phone company as they may be able to assist. Or at least block the caller.
