The male . There is a timing thing to go for a boy or a girl. Supposedly sperm with the male chromasome live short lives but are faster and girl ones live longer but are slower. So if you want a boy have sex on the day of ovulation or one day before, but for a girl wait 1-2 days after.

Technically, the male does. He contributes an X sperm for a female or a Y for a male. (The woman always contributes an X).
However, it's more complicated than that.
The woman's PH determines which type of sperm is more likely to survive. That PH changes depending on her cycle timing and her stress. Therefore, the woman has a huge effect on the sex of the baby. For example, it's been documented that single women are more likely to give birth to females and happily married women are more likely to give birth to males.
The timing also matters. Are you having sex before, during, or after ovulation? Male sperm are faster, and therefore more likely to penetrate during or after ovulation. Female sperm are stronger, and more likely to stick around for a few days if you have sex before ovulation.

Sex is determined by chromosomes. The sperm contains either an X or a Y chromosome. The egg can only be an X. Women are XX, men are XY. So, if a sperm containing an X fertilizes the egg, the baby will be a girl (it'll have one X from mom, and one X from dad). If the sperm contains a Y, it'll be a boy (it'll get one X from mom, and one Y from dad).
So, short answer: Dad decides the sex of the baby.
That's why a lot of diseases and disorders, like hemophilia and color blindness, tend to occur more often in males, because you have the same Y that your dad had, and his dad had, and his dad had, etc. Girls, lacking the Y, can't get those disorders.
Y carrying sperm weigh less and swim faster than X carrying sperm. So more boys are actually conceived than girls, because those sperm are quicker. But girl babies are stronger and more likely to survive than boy babies, so the number of boys and girls that are born is roughly equal.
There are people who have different chromosomes, like XXY, but they're rare, and it's a genetic mistake. Most people are either XY or XX.

God decides the sex of the baby. The male either gives and X or a Y and that is the determining factor.
