Sounds like it might be the starter solenoid.
Also, I would probably, just for the heck of it, replace the plugs, distributer cap and distributer rotor. Altogether, those items are about $30 tops, and they will help your car run smoother/better and increase power and gas mileage.

I just bypass things to find what makes it work , then what I've bypassed is likely the problem. It might be the key unit itself. There is a small wire to the starter solenoid that activates it. Does putting juice there make it work? Does it heal itself if you let it sit awhile? I've never owned an '89 Camaro. maybe it is something peculiar to it.

does the voltage of your car drop. next time on the headlight, if it is bright that means battery is OK. If battery voltage drops check for current leakages ; eg. soundsystems, faulty relays.
Since you have changed the starter, it may not be the starter. Check the battery wire or terminal . at times the wire errodes internally. It may look ok from top. Check terminal fittings.

Check the ignition coil, my 92 RS gave me the same problem, and all it was was the coil, cheap fix at auto zone.

check pos side of batt wire going to starter and neg wire from batt to see if loose or frayed brokrn.

Could be anything.... start with a tuneup... and a fuel filter and fuel injector cleaner in your tank.
