Most of sexual response is psychological. If he is going limp it is likely that he is distracted by something, or feeling too much pressure to perform.
Try trying his wrists behind him with a scarf / bandana / bathrobe tie and lay him on his back. Then bring his ankles up and crossing them just below his pecker. Tie them together as well. Proceed to give him oral and hand stimulation, occasionally rubbing your sex in his face, and see if he can maintain an erection.
Assuming he can, untie his feet after a while and then climb on top. He'll be begging you to do it again.
