The neighborhood you speak of would necessarily be populated by known terrorists - and, as the saying goes, if you lie down with dogs..........
Added for comment: Facial features have nothing to do with my answer - the United States military does not drop bombs randomly on neighborhoods - killing indiscrimently is strickly a terrorist tactic -. If a neighborhood was indeed targeted, you can bet there's a damned good reason to know it is a terrorist strong hold.

Well, if you know anything about how Arabs behead people, you would probably choose the bomb. Beheading is a slower process. It's gruesome, and I would imagine - very painful.
