The Founders figured that peoples' rights were pretty well known to most of those people, so they didn't need to secure them. Besides, Jefferson had done a pretty good job of listing our rights in the Declaration of Independence. The Bill of Rights was created not long after the Constitution because the Founders wanted an extra layer of protection between the people and the government that would try to limit their rights.

Huh? Is this a riddle or something?
Just so you know, in the United States, rights devolve entirely to the people except where rights are explicitly reserved for the states or the Federal government in the body of the Constitution or through amendment and statute for which process is duly prescribed in the Constitution.
But I'm sure that's not what you meant.

which constitution?
There is a bill of rights in the US constitution. The firs ten amendments.
In Australia's constitution there isn't, so now everyone is living in a police state where the government are involved in everything and everyones guns were forcefully acquired.
