There are 2 carparks on A'Beckett Street between Swanston & Elizabeth Streets (right across RMIT Uni) that I think got the cheapest rates for CBD area. It is not undercover though.

Depends where in the CBD. Crown is pretty cheap if you have a Club Card, and there's parking around that area for around $3 all day if your down the bottom end of the CBD and you don't mind walking. There's also parking up near the Fitzroy gardens that's pretty cheap. Other than that, they're all much the same price.

If you get to the CBD before 8:30 or 9:00 am, some of the parking areas provide a "Early Bird" special that allows you to enter before 8:30 or 9:00 am and leave after 3:30 or 4:00 pm - cost is between $11 to $15. You can find one that's nearest the area or location you want to get to.

Not quite the CBD but I found an underground car park in Fitzroy St. Saint Kilda the other day for $6.

Take the number 16 tram into the city and you're laughing.

Doesn't really exist, it is all expensive. Much easier and cheaper to park at your nearest train station and get a train to Flinders St station and 15 William St is only a five minute walk from the Elizabeth St. exit of Flinders St. station.

around peter mac hospital and fitzroy gardens is really good but it fills up quickly as well

It will be cheaper to take a train. You can also take tram or bus.
