Not sure exactly what you're asking but.......
Try booting in safe mode, go to Device manager, remove all drivers, then either shutdown and wait a minute or two (recommended) or restart computer and let Windows find and install the drivers.

The first question answer is: Format Reinstall a "Clean" copy of XP or Vista. (My first choice) Or, use check disk for errors in tools of the partition and or drive that the OS is on to repair the systems files...
Second question: Click Start, Run, type regedit in box and then click OK. Now you're into the systems registry...
And because you had to ask the second question...Word of caution...if you don't know what you are doing in there Stay Out!!!!
That's a good way of crashing Windows to where it won't even bootup anymore...LOL

if you have windows xp, it should automaticly fix. anything older than windows xp i dont give support for. lol. but try using the device manager, refresh it, and uninstall the drivers to the new parts. then refresh (restart first if requireed.) once you refresh, it should detect the difference.
also, if you dont know how to get to the registry, you definitly wouldent know how to use it. you could risk ruining your PC and it wouldent affect your hardware. but incase you need it for another reson, go to start, select run, and type regedit

2 subject matters that can make noise, followers and the HDDs. You suggested you wiped clean it, yet did you clean the fan blades themselves? If no longer, ensure 'em (through ear) and spot if it somewhat is it. HDDs, if it somewhat is the aggravating disk(s), ya bedda make backups precise-quick cuz the sucker jest will be a giving up the ghost, if ya gits mah choose the flow. Have ya complete makin' lower back-united statesbut? Hurry. ;-)
