The voice fades up means that someone is talking, but you cannot hear him. The sound of his voice goes from silent to normal volume while he is speaking.

The voice fades out means that someone is speaking and you can hear him. The sound of his voice gradually grows silent as he is speaking.

I can only think of this as a stage device. Are you reading a play? In the stage directions maybe, as the scene begins, maybe a radio or something is playing and as the lights slowly fade up, the voice fades with them so that you get the impression that you've entered a scene already in progress. The voice would then fade out at the end of the scene.

I think it means that when a voice fades up is gradually becomes louder and easier to understand, like when someone is walking toward you. The closer you get together, the louder the voice. Fade out means just the opposite. The voice gradually becomes softer and harder to hear as a person walks away from you until it cannot be heard at all. Think of the sound of a plane approaching first it fades in (or up) as it gets closer to you and fades out as it gets farther away.
