shouldnt be a problem. I think that when you buy on ebay with paypal, that is when you are verified.
my account has been verified 8 times, and I cant think of how else it might have been verified

No, you cannot make a purchase until you're verified. They must verify that you're really you and they have to make sure you have enough money in your account to make the purchase.
