THEY MAKE A GUARD THAT YOU PUT ON YOUR TOILET SEAT. THEY SELL THEM ALL OVER -WAL MART, TARGET, BABIES 'R US ARE JUST A FEW PLACES I HAVE SEEN THEM

Get one of those tube Nets.
Long tube.. In the corner.. Pop toys in the top (or bottom). And they can only get one out...
Or just get a toilet guard.

Damn...I guess you could get one of those plastic mesh kinda things...but you'd have to remove it any time you needed to use the toilet for other than urinating.
If I'd done stuff like that when I was a kid, my parents would have used a switch...and it'd have stopped me.

Closer supervision is all that's out there. Make sure they don't bring toys into the bathroom with them.
