At lunch today I spotted someone that I'm sure is a relatively popular actress. She was young (18-24) with blond hair, about medium height and slender. Her face looked almost like Scarlett Johansson, but it was not her and she was not as curvy as SJ.
It definitely wasn't: Kate Bosworth, Katherine Heigl, Reese Witherspoon, Jessica Simpson, or Jessica Alba.
Any ideas? It's driving me crazy. She's not as famous as those people listed above...but she seems like she might be on some CW/WB show or cable show of some sort.

Not Charlize, Kristen Bell, anyone from One Tree Hill, Elisha Cuthbert, or anyone else suggested so far.
And yes, I do live in the heart of LA and this was right across the street from a movie studio. I know I've described 1/2 of Hollywood...but any suggestions on other Scarlett Johansson look-a-likes?

From a distance there are a few actresses that it could have been from a CW show -- Brittany Daniel from The Game; Beverley Mitchell from 7th Heaven; or even Liza Weil from Gilmore Girls.

If she was short, then I'd almost want to say Elisha Cuthbert, since I've known some people to get those two mixed up sometimes.
Michelle Trachtenberg, maybe. She's supposed to be filming a movie right now.
Or Sarah Chalke.
