No. Well not exactly. He reads romance novels that Jiraiya publishes. And he makes little perverted quotes at times. But his attitude in the show is more half easy going like all the usual cool characters are made out to be so we can like them. And half serious as well. And I state this on the count that the perverted characters are among my favorite to watch in any show. It's pretty much official that jiraiya is the main perv of the show.
