A freelance publishing company means that you are working for yourself. It can also mean a writer or artist who sells services to different employers without a long-term contract with any of them.

Basically, it is a company that is run by you, just by you.

I believe it is when you are a self-employed writer who publishes his own work. You can also sell your work to a publisher while not being an employee, which would make you a free-lance writer. You can get paid in several different forms--by time spent on the work, by quantity of publishable work, or via some sort of contract,etc.
