Recycled toilet paper has been around for ages. It is not made from pre-used toilet paper, but recycled papers, cardboard, etc. There is nothing wrong with it, except that it is a bit rough and not soft like Kleenex or Sorbent.

The recycled toilet paper is not made from used toilet paper because toilet paper is especially made to dissolve and it would just be entirely too complicated to try to get it back together.
