I’d have to agree with Otis, except that then it would require the pro-registration side changing over to antis, leaving the government with nobody to enforce the registration act, or some such deus ex machina of a Gilbert and Sullivan type.
I still think that when they have dragged out the storyline as far as it can possibly go and the marvel Universe is about to collapse, they will simply start over as if Civil War never happened. It will be sort of like the Alan Moore Superman story, where he killed Mxyzptlk, etc, etc. It will be a great ending, but purely out of continuity, because they are incapable of maintaining such a continuity.
Not unless they have decided to have a permanent and dystopian vision of the MU, say, Marvel Universe Official and Marvel Universe Underground. Grim and gritty is one thing, but irreversible changes in the characters—no.

I'd like to think that the pro-registration people are still decent people, so they could appreciate that although the others disagreed with their point of view, that doesn't make them criminals. So far that level of maturity hasn't been borne out in the storyline, though. Therefore, if the anti-registration side loses, all of the anti-registration people will probably have to be thrown in jail. ...In other words, the anti-registration side can't really lose for the Marvel universe to maintain its integrity.

Well, those refusing to register will be sent to the negative zone, if they are cought. My feeling is, if they loose, a lot of them will leave the country to protect their family & friends.
