most people get to see them at age: Day 1.

Half our population gets to see them whenever they want at any age.

The other half is somehow controlled by a insidious religious faction that believes that this half will somehow be emotionally scarred or damaged if they see them before the age of 17. Although- it's totally OK for them to see plenty of violence...just not one boob.
