it depends upon if they have to walk to school & how far. also, they have to wait outside for the bus, so if they have to wait outside for too long, frostbite can occurr depending upon the conditions. windchill and low temperatures causing frostbite is definately the issue. so, it all depends upon the transportation & amount of time the children will spend outdoors combined with the temps.
