FDR. He was in office the longest. He also did more with Congress in his first term than most presidents do in two terms.

The next would be George Washington because as the first everything was doing something that had never been done before.

Jefferson, he bought the Louisiana Territory and expanded the country from shore to shore with the Lewis and Clark expedition.

Washington would be a good pick, but Lincoln basically got rid of the constitution... so its a toss up I guess.

Pre Lincoln, the federal govt beleived most of the power of govt. belonged to the states. Post lincoln, all the power is concentrated in Washington DC, and they tell states what to do all the time. He changed the basic foundation of the US form of Govt.

sgreger1 knows what he's talking about! George W wuold be way up there on the list for having the balls to stand up to Saddam and fixing the economy mess Clinton made...also FDR for the reasons already stated

FDR he was the only president to serve four terms.Unfortunately he was also the worst.The social programs he instituted are crippling this country to this very day.his robin hood attitude is the basis for the liberal party.
