Yikes - some really bad answers so far.

There is no cap on the radiator on a 99 Taurus. The only access to the system is through the reservoir on the passenger side of the engine compartment. Remove the pressure cap and fill to the "Full Cold" line with a 50/50 mix of Ethyl-Glycol (green) anti-freeze coolant and water. This can either be bought pre-mixed or you can buy just the straight anti-freeze and mix it yourself.

Of course if its low, it would not be a bad idea to check for leaks. If you can't see them visually take it to a shop to have the system pressure tested. And yes, if it is low there is also the possibility you have air in the system.

Quick note about answers you're getting. None of them mentioned you need to use a 50/50 antifreeze to water mix when adding water. You can either buy straight antifreeze and mix it yourself, or you can buy a pre-mixed 50/50 mix at the store so you don't have to mix it.
Also keep in mind that Ford uses standard antifreeze while Gm uses a special antifreeze which is low in silicon. the two are not compatible. The way to tell the difference is Prestone is greenish and the Gm antifreeze is reddish. Fords take Prestone.

If this is to just add more fluid, look for a small hose coming the very top of the radiator. Follow it and it will lead you to a fill tank. Thats where you add the antifreeze. Make sure not to over fill.

REMOVE THE RADIATOR CAP FROM THE RADIATOR WHICH IS LOCATED UNDER THE HOOD IN FRONT OF THE CAR BE CAREFUL NOT TO OPEN THE CAP WHEN IS HOT FILL IT UP TILL IS FULL AND ADD MORE TO THE COOLANT RESERVOIR LOCATED TO THE RIGHT SIDE OF THE CAR

WAIT!!! Before you follow ANY advise here, refer to your owner's manual.
Having said that, you must BLEED the system. remove radiator cap and UNSCREW BLEEDER SCREW. Very important. remove radiator filler cap, insert funnel and pour coolant in slowly until full. With vehicle running, watch for bubbles in coolant in funnel and keep adding as level in funnel drops. Once coolant starts to spill out from around bleeder screw, the system is bled. tighten bleeder screw, remove funnel and replace rad cap.

Unscrew cap on the overflow bottle and fill with engine running but not hot to the line on the bottle.

DO NOT PUT IT INTO THE 710 hole. I repeat do not put into the 710 hole. Thats the OIL. Water + oil + engine = BAD.

in order to do that you need to know where is the radiator
