It will not budge with an ordinary spanner. It still has traces of gas inside which could ignite with a spark.

PLEASE , take this to a professional , these kink of tasks are hairy enough to teach in person , this medium has too much risk of error.

I would suggest you take it to someone who fills tanks and they can take it off for you. They also have equipment to properly vent off any gas.

Propane tanks use left-handed thread.Turn it like your tightening it.

release the gas by opening valve, then use pipe wrench and a friend
