I'm not sure about the legal steps necessary, but to start with, I would recommend organizing without legal recognition as a political party (unneccessary until you start running candidates) and work from there. Use the Internet.

Thats your best bet for info as well if you are serious about it.
There might be some paperwork, but the real task would be gaining support.
And perhaps right now, is the best time to do so, so long as you are competent, and well informed on the issues.

Anyone can start a political party. Really.
All you need to do is say "I'm a new political party."
However, the hard part is finding millions of people who agree with you and are willing to consider themselves part of your party.
To be "legal" for national races, you will need to register with the FEC. But, unless you have the millions of signatures, it's not going to go anywhere.
Best to be an "independent." If you find that you have millions of followers, you can then give yourself a party name.

I don't think that's a good idea at all. Too many parties confuse the voters and there are too many BS artists out there that would take advantage of those who are not as well educated about politics or the political system and how it works.

they would have to change the laws.I think there should be a bunch of different parties running like in European countries.
The politicians that run things like the 2 houses the Democrats and the Republicans would never allow that to happen. The reason why that would decrease there chances of winning
