Thats a very bad comparison. War is something that can be seen by people. Unlike evolution. When is the last time you saw an Ape straighten up and turn into a human?

no guns and weapons kill people, wars dont always involve physical conflict. To declare 'war' one something is just to say that you are against it. The rest is just how you manipulate the meaning to justify your needs. This is the political side of it.

However, in real combat, war isnt just a theory. War is also about history, something that has already happened. What generals do is they study the history and what might have 'theoretically' happened if they used different tactics, rearranged positions or maybe attacked in different weather. They take the data they need and use it to form a strategy.

Theories are not the same thing as "scientific theory".

A theory in everday usage is just a speculation, or an opinion on an outcome. Scientific theory is "A set of statements or principles devised to explain a group of facts or phenomena, especially one that has been repeatedly tested or is widely accepted and can be used to make predictions about natural phenomena."

There's a difference.

It is just a theory until you are the one fighting in the foxholes and getting blown up by the IEDs.
Politicians don't fight wars, they send the best and brightest to do their fighting for them, than cutting down on the future competition for their jobs.
