I noticed it this morning, and I really don't want to have to give her antibiotics if it can be helped. I've pumped her full of vitamin C, given her fresh green pepper, covered her cage with a blanket, and turned the heat up to 72 degrees from it's usual 68.
She's eating and drinking well. I know they are prone to URI's, but is it possible for it to go away on it's own, or is this the beginning of a huge URI that will send her to the vet? I've also used Peter's RX to dab on her nose.

You've done all the right things. It should clear up on its own. Give her a lot to drink too. Where she sleeps in her cage, but a blanket under her to keep her warm, not too warm though! If it gets any worse, go to a vet they'll be happy to help and answer your question.

You might contact a vet ASAP. If I remember correctly, guinea pigs are prone to pneumonia.

Keep in mind, it is possible to give a guinea pig too much vitamin C... don't over do it.

Guinea's will hide there sickness until they can not. I would take her to the Vet ASAP and get her proper medicines. If caught early enough she will get better fast. If she is left without proper medicines it could be fatal.
