Good question. Malta has the world's highest voter turnout numbers for a non-mandatory election system (i.e. where the law doesn't force you to vote!)

Here are the latest numbers:

Local Council (2004-2006): 71.3%*
National Election (2003): 96.2%
European Parliament (2004): 82.4%

*Maltese Local Elections are every three years but not all localities vote in the same year. Thus, you have to study a three year period to see the voter turnout for all localities and the number shown above is the average turnout.
