Each nation has its own postal service and postage rates. Furthermore, all postage stamps in every country in the world excluding the United Kingdom are marked with the name of the country of issue. Stamps are therefore invalid if they are used to pay for postage outside of their issuing nation.

No, definitely not. The postage paid goes to the postal service issuing the stamps and not even to the state.
