its for emergencies and sometimes the store does close
(ie like for Christmas)

In case of emergancies, like severe weather, or national security issues. There are many other reasons they could close such as national holidays, or the owner takes a personal day.

It would be more expensive to order a door without locks. It would have to be a special order... and for emergencies too...
