Anybody know of a tool that julienneds vegetables?

I have a salad shooter it works well.

Also a mandolin works well too.

Get yourself a good stay sharp knife. You will be amazed what the difference. If you do have good knives get them professionally sharpened annually, and buy a proper butcher's steel, to touch the edge up regularly. I have recently replaced my Jaffal Iron with a Tiffany Pie Maker which is now my favourite 'toy'. It is better than a toasted sandwich maker as you can add more filling and it isn't squeezed out.

There is a special tool ONLY for this. I have no idea where, but QVC really sticks in my mind. Try them. I really think a knife is less expensive, but it's not my money
