Post- och Inrikes Tidningar (Sweden) 1645 is the oldest still in print. The Roman Acta Diurna, appearing around 59 B.C, is the earliest recorded “newspaper”. Meaning that news was written on paper and placed in bath houses and other places so people could read the news. They weren't handed out to people and you could only see them in certain areas. Today we might refer to them as "news bulletins" more than "newspapers".

In 8th century China, the first newspapers appeared as hand-written newsheets in Beijing. But I couldn't find a specific name of any written at that time. In 1556 the Venetian government published Notizie Scritte, for which readers paid a small coin, or “gazetta”. That might be what we consider the first modern newspaper. Remember that the printing press wasn't invented until 1447 so if you think of mass produced news on papers then that's where it began.
