Getting your foreign language classes out of the way in highschool is a GREAT idea. I am in my last semester of college currently and will graduate with a Bachelors in May. I have not had to take any foreign language (thank goodness because I'm taking distance courses... so it would have been VERY difficult!) because my highschool language classes were enough to meet the requirement. It probably depends on what college you attend though. Mine (which is a State University) requires either two semesters of college foreign language or two years of highschool foreign language. Talk to your guidance counselor at your school and see what the colleges in your area require.
BTW... being fluent or semi-fluent in ANY second language is always a MAJOR bonus when looking for jobs....so consider that too. Will another year make it so you can carry out a full conversation with a fluent speaker? If so, it might help you land a good job in a few years.

This depends. How many years do you have? If you have only one year of French, you NEED to take a second one - many colleges require two years in the same foreign language!
If not, well, it is really up to you. If you hate French or get bad grades, don't take it. If you like it, keep going, because the more years the better for college applications.

What do you want to do when you leave School? Do you like French? Will French help you along in the future? What will you do instead?
You really need to answer these questions before you decide. I took French and have never used it since I left school.

Pick a few colleges you are considering, and check on their language requirement. When I went to college, most universities required a certain number of years in high school of it. I had four years of spanish in HS, so was luckier than my roommate, who had to take a language on top of her other college classes.

Keep on with it. You never know when knowledge of a foreign language comes in handy. Come college, you may have the opportunity to study abroad.
