This is a question to a very high extent, or to all extents of the sense of meaningfulness it conveys. First of all, as an instance of asking there is no doubt that this is a valid question in its own right that imposes upon itself its focus of inquiry, and that is what makes it most interestingly biding and restricting for the thought - howsoever much one may try, this question does not let one go out of the centrifuge of it own inquiry about its own self. Until, that is until, one comes across and consequently thinks about the world ‘extent’, for extents in all things are but arbitrary and for the purposes of our own objective understanding. How big is the universe, for example? There is extent to all things in the universe, therefore, a universe made up of all things limited must be limited itself, but it is not. The reason is that all other things we are able to see and define objectively. We know, for example that an atom of hydrogen is only that big, or that small for that matter, but how big it exactly is, we do not know, and neither will we ever know. Our knowledge of the universe gives us only questions, and these questions, like your question, make us inquire what is in fact inquiring. If the mind is the universe then the mind can never see itself in full just like an eye can see all but not itself.

A self-referential question is still a question, and whether or not a sentence is a question is boolean (yes/no), not a matter of degree.
