small b stands for bits whereas capital B stands for bytes......
and..... 8 bits = 1 byte
so 650 Kbps means 81.25 KBps....

That is not close to cable download speeds, more like DSL, but it is equal to the following:
Typical Dialup56Kbps= 0.0547Mbps7168Bps 7KBps0.0068MBps
Typical DSL640Kbps = 0.6250Mbps81,920Bps80KBps0.0781MBps

Yours is at 81.25 KBps
