NO! This is none of your business. You can advise your friend to talk to her parents or talk to her about her boyfriend but you should never talk to her parents if she does not want so. You're not real friend when you don't respect her desires.

well if she should not have a bf, tht is her problem and eventually her parents would find out in some way. my advice to yu is to stay out of it before yu get involved in it and someone gets hurt. if i was yu, as long as she looks happy, i let it go until something serious happens.(like smoking, having sex, etc.)

only if you're doing it out of friendship and not jealously and if you think that she's about to engage in something that might hurt her along the line like drugs,s.e.x, gang related, cutting class, stealing.., and tell the mother NOT the father. ask the mother to please keep it between you two. and the mother will because you will be the link that can help save her daughter.
