How they would feel depends on the individual. Some people don't like Valentine's Day, others love it.
If you want to strike up conversation, ask about things they are interested in. If you don't know what they are interested in yet, ask questions that would find out. Example would be talking about a book you just read (to see if they read it, or enjoy reading) or a movie you are thinking of seeing or have seen recently.
Sports is another area men are interested in usually, but not all men. If they like sports, find out which one and what team they enjoy. If your not into sports.... then you can use another option. Good luck.

Just tell him in passing. Or send a Valentine email to him and to some other friends. That way it's a friendly gesture and not pressuring him.

basically be your self and write what you sense. no longer some stupid costs you get off google or despite. Just type to him that you hope his Valentine day is going great and then elaborate what your day is like. Ask him if it snowing outside, what he ate for lunch, if you know his favorite tv show, watch it and then talk to him about it the next day. Good luck!
