It is a small pressurized air tank with a special nozzle or fitting that they use to blast air into a tire that they are having trouble sealing. What is the fitting called? Where can I find one, new or used, online?

A BEAD SEATER!
NAPA auto parts caries it as well as another style that wraps around the tire, then you inflate the tool to help expand the sidewalls.
If you do not want to purchase the tool, just ask a local tire shop to air up the tire. (unless you are that shop) There are certain techniques to get the tire to seat and take air..
