Ottawa, Canada is the coldest *capitol* city in the world.
It's very cold in the winter but people embrace the cold by skating on the world's longest outdoor skating rink (the Rideau Canal.) (The summers are hot and humid.)

It depends on what you mean by coldest city in the world.
I would say it is Iqualuit up north in Nunavut. Somewhere on all the island of Northern Canada.
Quite difficult to live there if you are not a hunter.
