I am assuming the car is currently lowered. If you want to make it stop rubbing I would go back with stock springs. Used a set on ebay would go for cheap. Check local salvage yards. Ones around here sell the strut / spring assembly for $25. $100 for a set of four. These can be installed with basic hand tools in 1-2 hours. This in combination with a four wheel alignment ($75)would make you car ride nice and not rub.

If you LOWERED the car and changed the tire size, you will need to have a certified technician COMPENSATE for the modifications.
If it is original equipment, the price given is about average. On Honda cars, the spring is part of the McPherson Strut. It is not an easy job and a special spring compressor is needed. The question is... are they changing JUST THE SPRINGS or are they changing the STRUTS WITH THE SPRINGS?
If it is SPRING ONLY... price is too high.
If BOTH SPRINGS AND STRUTS... average price.

If you have a reasonable mechanical ability you can replace the springs your self using a spring compressor.
Here is a site that carries aftermarket springs, or you can get stock ones from your Honda dealer.
