It feels cold, but remember, snow melts at 32Fand turns to rain. So it's just warm enough for it to rain, even though it feels cold to us humans.

It doesn't always matter how warm it is on the surface, remeber snow doesn't fall 10 feet from the clouds, it starts snowing thousands of feet in the air. So it if is warmer a couple hundred feet up, the snow will melt and change to rain, that would make sleet.(sorry had to explain how sleet happens as well.)
In your case, its above 32 degrees.

Firstly- snow is not frozen rain, but frozen water vapor (i.e. it freezes as it's vaporizing). the vaporization process generates heat (regardless of temperature) so it's possible that a low level cloud is warmer than the air near the ground. (you could have a ground inversion layer where the air 500m above you is much warmer than the air near the ground). So, yes, it could be raining even though it's below freezing temperature where you are at.

It may be cold for you, but really it really isn`t. The temperature is above the freezing mark aloft and on the surface. If its raining, its most likely above freezing

it gotta be 32 degrees or lower Farenheit to snow.. it could be snowing in the atmos[here and then melting before it gets to you
