Shovel, then salt.
Shoveling will get rid of the snow, but will leave a layer of wet which will rapidly freeze as temperatures drop. That is why you salt after, not before.
If you salt before, it will only start melting the snow and make it heavier to shovel. You would need WAY too much salt to melt it enough to wash the snow away -- and then it would wash the salt away, leaving you with wet -- that you would need to resalt!

Ideally, you would put the salt down before it snows at all, then you may not have to shovel. Too late for this round but try it the next time you hear it is going to snow or be icy. This only goes so far though, with a deep snow, the benifit would be an easier time of clearing the driveway. you would have a melted layer underneath. At this point, like most of these answers say, salt after to keep ice from reforming. I never use salt any more, I use calcium chloride or potash. Less staining and no damage to plants.

Shoveling is not a science, you will catch on really fast. Use the salt after the snow has been removed, on the steps mostly. Try not to drive on the newly fallen snow as it makes it harder to shovel up. And do not throw any in the street for the plows to get. Its illegal!

Putting salt down first defeats the purpose, it will melt the snow slowly but if you have 4'' or more Shovel first then salt.

i say after, if you put in on before then you shovel it to the side along with the snow. if you shovel first then put the salt down, the salt stays to melt the ice that is left

If you put the salt on first, you will shovel it away with the snow and may end up killing grass of shrubbery when the snow melts. If you put it on after shoveling, it will help melt any remaining snow and stop the walkway from becoming slippery.
