You can, but only if you purchase it there. So say you and your friend were there together. You'd walk up to the ticket booth, show your ID, and buy the ticket. Then you give it to your friend and she/he can use it with no problem.
I've done that and it worked just fine.

As far as I know, you cannot. They will require you to show proof of your residency when you redeem it. Something like an i.d. a phone bill, etc. is required. So I don't think they will allow you to give it as a gift.

But, if you want to be sure you can always call in to ask. The problem is that people will do one of two things 1). They will try to get the Florida resident rate and not actually be a Florida resident or 2). People buy them with their Florida resident discounts and then sell them to people at a lower rate but make money by doing it.

I have heard of people that can get by with it, but I don't think I would want to risk it.

No, they ask for FL state ID when you go to the park.
