The scrotum is what holds your testicles. The purpose of it is to let loose when the testicles are hot allowing them to be away from the body to continue to produce sperm at normal temperature, or to tighten up to squeeze the testicles to the body to warm them up.
Another word for the scrotum is "nut sack" and is located between your legs.

The sac that holds your testicles. It's actually a separate organ. It's job is to regulate the temperature of your testicles to produce healthy sperm. When your body is warm, your scrotum stretches and loosens to hold your testicles down and away from your body. When you're cold, it shrinks and tightens to pull your testicles up close against your body. It also does this when you're afraid, maybe either to protect your testicles or to keep them out of the way when you're running.
