by a bike do u mean a cycle or a motorcycle? for a bicycle u do not need a license or any documents, except to have purchase & ownership details incase of theft. but to drive any motorised transport u will need a license & other documents which u will need from the RTO of the placeu reside or use the vehicle in. how to contact them if u do not know their address, u can get from the establishment u have purchased your vehicle from.

I presume that by "bike" you mean to say "motorcycle".
To ride a bike anywhere in India, you must have the followings:
1. Valid driving licence
2. Vehicle registration papers (RC)
