4 cups to 1 liter

(there is difference of opinion about what a cup exactly is but in cooking a cup can hardly be called an exact measure. Most recipes will include the correct amount in ml if it matters a lot.)

The easiest way is to have a measuring device that has both measurements listed. Otherwise, you have to convert the 8 fluid ounces in a cup to milliliters. One U.S. ounce is 29.57 milliliters. Since there are 8 ounces in a cup, 8 x 29.57 = 236.56. If you just need an approximation, a good "rule of thumb is that a one liter bottle has about 35 ounces, which is not quite 4.5 cups.

1 you need to check a list of measurements that show you how to convert from milliliters to cups ...milliliters refers to liquid measure
2 One tablespoon of liquid = 15 ml
3 One cup of liquid = 16 tablespoons
4 One cup of liquid = (15 x 16 = 240 ml) 250 ml is the way is usually is listed....

a cup is 8fliud ozs so 28mls to an american ounce equals 224mls or 32mls to an english ounce so256 so the short answer is depends on the cup most people use 250mls to the cup for baking or other such puposes this is close enough
