First, you can avoid having your wires pop out by washing your bras only in the "gentle" cycle and NOT putting them in the dryer. The dryer damages the elastic and weakens the fabric that holds the wires in place.
Besides getting scratched from the wires, I've also developed scars from the stretched out elastic because I found out I was allergic to latex. My skin gets very red when it touches the elastic and there are also "no slip" stips on strapless bras that irritate my skin and cause scarring, especially in warmer weather.
Vitamin E oil has worked wonders for my scars (even on other parts of the body). With regular use, it has helped clear up a lot of them. It even helped reduce the appearance of a deep chicken pox scar I have on my face :)
Meanwhile, I just got new bras to keep from getting new scars.

The scars probably mean that you are wearing the wrong bra size. you probably wear the straps too tight to get a snug fit, but you just need a larger cup so that it doen't chafe your skin. Target does sell a large variety of really great bras, including all-cotton sports bras and wire-less bras. Vicki Secret can fit you so that you atleast know your proper fit and size. When you purchase a nice bra that you want to last, you could reinforce the stitching around the tips of each wire, which puts more fabric between the wire and your skin, so that even when the wire pops, it won't be touching your skin. and like previous answers, wash on gentle, no dryer. p.s. cocoa butter is good for any kind of skin blemishes, from stretch marks to old scars.

I know there is cream to help diminish the effect. In the long run, you should go into Victoria's Secret or another boutique and be fitted. It just sounds like a matter of size, and that can be fixed very easily. I just got resized recently, and I'm different...AGAIN, but my bra feels great! GOOD LUCK!

Look for soft cotton bras or sports bras to avoid irritating the skin even more. (e.g. Bali, Champion, C9 @ Target)
You can also wear cotton camisoles with built in support. Old Navy carries them.

I you need to wash them in the gentle cycle, and when they pop out it is time to get a new bra. Also vitamin E does help diminish the looks of scars.
