In the US, unless you're very, very good at marketing, you'll lose money. Most computer users have laptops. They can sit at Panera Bread (or other cafes) that provide free wireless access; profiting from selling coffee and goodies. What's your market? Who "needs" access to a computer at your cafe who can afford to pay for it? Very narrow niche...
Since whatever you buy will be outdated in 3 years max, you'll have to amortize your investment over 36 months. If each workstation costs $1,200 (you'll need good equipment to draw customers)... do the math. After overhead, you'll have to clear $35 per month per station just to break even.
You'll have to cover your overhead (rent, salaries, utilties, etc.) by sales of other goodies just to have a hope of breaking even. So, in addition to the internet cafe, you need to have something cute and marketable to draw them in.
Your best bet would be to purchase a solid server with some horsepower ($6-10,000) and thin clients for your stations. Upgrading the server over time will be much cheaper and easier; extending your amortization time considerably (probably to 60 months or so). You should also provide free wireless access for laptop users (who otherwise would never darken your door anyway). Their presence will draw other users without laptops, and their purchase of your "goodies" will increase your cash flow. (Be the place where anyone can go, computer or not, to access the internet).
Profit off peripherals as well (such as printing and fax services). Sell generic items at the counter (such as USB memory sticks, etc.)
You'll need at least $15,000 just for the computer equipment, plus your decor. Typically it takes two years for any startup business to be profitable. Expect to lose money the first year for sure. So, you'll need two years salary in reserve (don't anticipate taking any money away from the business for two years). You'll also need at least one year's overhead in reserve, since you'll be losing money to start.

Asking here won't help you much. You need to do your research. I've been doing research on how I'm going to start mine and it's going to take quite a bit of money. It's also going to take a long time before you get your capital back unless you can get big business into your cafe. On mine, I plan on doing gaming competitions in which I will charge an entrance fee and the winner gets prize money. We also do computer repairs and customization. We can even build you one from the ground up. We also have PS2s and Xbox's. Unless you can differentiate your computer cafe from other computer cafe, it'll take quite a long time before you can get your capital back.

well the capital you will need is the running cost of all 15 computers the cost of the internet connection, utility bills etc. etc..

to get a return on your investment, is how well the internet cafe is marketed, the location and making sure that your pc's are free of spyware virus, the machine do get network lag, since people will stay away if there is any lag.
