In most stores readily.

Small village store may be out of it. Get a good one in big city and buy batteries as needed.

Hardware store. Modern grocery store. Vendors out on street. University bookstore. Store where you can get stuff to use in Himalyan trips. Buy off internet.

flash lights are available in all sorts of stores. but if u require anything specific u could try any store which specialises in accessories for vehicles.
